I recommend either Adobe Photoshop (6.0 or 7.0) or Paint Shop Pro (I believe it's in its 7.0 version; unsure) and sometimes a few add-ons or tweaks, depending on the person(s) you talk to. Some like to use extras, some don't.
And then there's the likes of Watson, who do just fine with good ol' MS Paint. ;-p

how do you make lines across a picture without covering up the picture completly. for example the legion menu with the purple cover....

you got photoshop?
If so there is a filter that makes the lines for you. You can choise color and the distans between the lines ans so on. I dont have photos shop up right up right now and btw i got the swedish edition so I dont think i can guide you in the menus.
